Licensed Asbestos Work

Licensed asbestos work covers higher-risk materials and tasks that require strict control measures, specialist equipment and HSE notification before any work can begin. This includes the removal of sprayed coatings such as limpet asbestos, any activity that may disturb pipe lagging, and work involving loose-fill insulation, millboard or other friable products. It also applies to the clean-up of fine or loose debris containing asbestos dust where the task is not low-intensity, short in duration or below the control limit. Work on asbestos insulation board (AIB) also falls under licensed regulations where a risk assessment shows the job will take longer or generate higher exposure. These materials require an HSE-licensed contractor, full enclosure systems and strict compliance with all safety legislation.

Non Licensed Asbestos Work

Unlicensed asbestos work involves lower-risk, bonded products that can be safely removed by trained professionals following standard control measures. This includes asbestos cement sheets, gutters and pipes, as well as asbestos ropes, woven materials and gaskets. Many common building items also fall into this category, such as thermoplastic and vinyl floor tiles, bitumen roof felt, damp-proofing coatings, mastics, shingles, and certain asbestos-containing papers and felts. Plastic paint coatings, PVC floors, panels, sealing compounds, electrical cables and rubber products can also typically be handled without a licence. Painting or repainting AIB in good condition may be included when the material is undisturbed. Although a licence is not required, all unlicensed work must still follow strict safety procedures to prevent fibre release and ensure full compliance.
